Dextran

Dextran, not to be confused with Dextrin, is a term given to a group of polysaccharides that are composed of multiple glucose molecules. Dextran can be naturally synthesized by a variety of bacteria species, as well as synthetically by a process of sucrose fermentation. In skincare, Dextran derivatives, such as Dextran sulfate, can promote better moisture-retention for improved skin hydration. Additionally, Dextran may provide soothing properties that are effective for alleviating dry, problematic skin. 

Nonapeptide-1

Nonapeptide-1 is a radiance promoter and whitening agentv[3]. In technical terms it is a melanin synthesis inhibitor that works by interfering with the action of tyrosinase. Tyrosinase is the primary enzyme responsible for the synthesis of melanin in specialized cells called melanocytes. Any interference with tyrosinase prevent melanocytes from producing pigmentv[4]. By inhibiting tyrosinase, nonapeptide-1 can help to reduce pigment production in the skin in animal studies and thus lighten darker areas that have been damaged by the sun and certain diseases.

Stearyl alcohol

Stearyl Alcohol is a naturaly fatty alcohol derived from stearic acid, coconut oil or vegetable fatty acids, and is used to soothe and soften as a conditioning agent and as an emulsifier. It is often found as a hair coating ingredient in shampoos and conditioners, and an emollient in creams and lotions for the skin (Sci-Toys.com and Wikipedia). It can also be used to thicken formulas, adding body and viscosity.

Propylene Glycol

Propylene glycol and polypropylene glycols attract water and function as a humectant found in moisturizers to enhance the appearance of skin by reducing flaking and restoring suppleness. Propylene glycol is one of the most widely used ingredients in cosmetics and personal care products, where it also serves as a viscosity decreasing agent, solvent and fragrance ingredient. It is used in many types of cosmetic formulations including facial cleansers, moisturizers, bath soaps, shampoos and conditioners, deodorants, shaving preparations, fragrances, etc.
